okay i am going post this since might help someone else.
First; tried changing plugs since even with a code 21 it should start. nope
Second; i thought possibily a fuse or relay. nope all checked out ok
Third; maybe ice or moisture in fuel, so drained tank, put fresh fuel with some isoheet and seafoam and tried starting several times during an 8 hour period, no luck either
Fourth; I looked on the clutch side where i had tied off the wire harness by the bottom of motor after hearing on TY4STROKE a few years ago, it still looked good but decided to wiggle the wire harness around on the clutch side of the motor, instantly the code 21 and engine were gone and so i turned the key it started and roared to life immediatly. now which wire

Good luck. Intermittent wiring connections can sometimes be tricky to find. Let us know how you make out.

Unplug all your connections and put on dietetic grease on each one. Cheap insurance!

Good advice on the dielectric grease. Obviously clean up any corroded connections before coating them LIGHTLY with the dielectric grease. A little goes a long way.
