How to lighten the ski pressure on a Warrior

Do you pull up on the limiter strap to lighten the ski pressure? One hole on it? The 04 warrior my brother owns drives like a mac truck at anything below 35 miles per hour. I was thinking I could lighten up the ski pressure and get it to turn easier.
