I use both types of scratchers -- skis and rail scratchers. I have one one or other or both for years.
1. Simmons cooling fins mounted on the skis:

I've also used (and still own) Tom Hartman's ski mounted scratchers.

2. On the rail: Slidekicks cable ski scratchers (reverse compatible).

From my experience, rail mounted scratchers work far better than ski mounted ones. That's just what I've found. They kick up way more snow and ice, and more importantly, they direct it better into the skid. In fact, I get so much snow and ice chips into my skid my Ohlins EC wire gets blasted and can't survive. But on the other hand, I get 3,500++ miles out of my slides and my sled runs cool (never over heats).
I've used two types of ski mounted scratchers -- I'm still using the Simmons cooling fins. I also own Hartman's ski scratchers. I think the issue with them is lack of immediate proximity to the skid. The snow/ ice spray from them just isn't the same as rail mounted ones. That's just what I found.
And as far as rail scratchers go, the best ones are the rigid RSI scratchers. Just type that into google and you'll find them. But they break quickly if you reverse or load your trailer with them down. Trust me. That is why I switched to the cable style rail mounted scratchers. They work pretty well and are reverse compatible. Well worth the $ IMHO.

My buddies and me have the same expierence.The ski scrathers are a great theory but don't kick up as much.

Mounted on the rail produces the most snow and ice getting into the skid. Great lube for slides. The coolers are also right under the running boards (on my Apex anyways) and if on the rail sprays lots of snow/ ice chips onto the coolers.
But bottom line: mount them where ever you think they'll work well. Different strokes for different folks.
