Lower a arm

I have to replace lower a arm and where it goes into the body is a rubber flap.it looks like rivets but I don't think they are that holds the rubber on .how are these removed ?

Take a small set of pliers or side cutters and carefully pull the center part out. Then the rest of the rivet will come out easily with the rubber. Reverse to reinstall.

Once the rubber is removed is it easy to get at the bolt that holds the a arm to the body?don't want to screw anything up
