If you have a 121" Apex which came with the 24t top gear the 23t will get you there quicker (providing you got the traction) and will top end the 24t.
There was a post last year where NOSDAN top end at 120mph and the major change was the 23t gear. I believe the year before his best speed was in the teen's.
It's well documented on here the 23t gear works. Cheap $35 add on.
Good info in the tech section on how to install the gear also.

Here's what srxspec (Ulmer Racing) had to say over on Hardcoresledder
"You state 07 Apex, but you do not state what model of 2007 Apex? The 2007 Apex RTX has a 22/38 gearing combination and to change to a 23 top tooth will require a new chain. The 2007 Apex ER and Apex GT have 24/38 gearing combination and you can simply buy the 23 top tooth gear and keep the same chain with those sleds. 24/38 gearing combination is good for right around 124 mph and the 23/38 gearing combination is good for right around 119 mph. Most Apex models actually pick up top end running the 23 tooth gear because the 22 is geared too short and the 24 is geared too tall (unless on glare ice and a lighter rider). "
