TORS senses if someone is pushing the throttle. If you watch the pivot point there is some play and as soon as you push the throttle the whole lever slides a bit and hits a sensor. The manual explains how to test the system by holding the pivot point and pushing the throttle (your RPMs should be limited). If the cable was stuck and there was no pressure on the throttle lever (rider fell off) the sensor would know that and keep RPMs at a safe limit.
