i would wait till you have the plate so that the holes line up perfectly, but yes they are 3/16 and are some very high quality rivets

yes a 3/16 rivit requires a 3/16 pre-drilled hole if thats what u are asking. hope this helps and use a nice new sharp bit and don't let the drill twist or it will deform the hole. U want a nice tight fit.
