I think Yamaheater Rock makes a "starter saver" which detects a stuck relay.
He has an LED indicator light that stay lite if the relay is stuck closed. I've also installed these but there's a second problem that occurs when the relay fails. The relay is a switch that connects power directly from the battery to the starter without any disconnect or fuse to protect the circuit. If the relay fails closed the only way to stop the starter motor is by disconnecting the battery which requires removing the panel and having tools available. A quick disconnect for the battery would be useful in this situation. However, periodically replacing the starter relay as a normal maintenance item might be a better solution to the problem.
