only 7 psi boost max

I have an 06 apex gt. After install of 260 hp mcx kit, I can only see max. 7psi on boost guage. As far as I know, this kit is pre-set at 12-13psi. This is the second generation kit that controls boost with an electrical solenoid valve on vacuum line on turbo waste gate. I have checked both, the fuel map and boost map and they are correct for 260hp at 12-13psi. I have installed mcx display and boost pressure on display matches boost guage. Any suggestions.

90% confident it's an exhaust leak.

Adjust the waste gate. unplug the solenoid and try that. they have different setup solenoids. we disconnected ours. solenoid changes boost at elevations
