Park Brake Pads

My park brake doesnt hold well. How can I tell if the pads are worn too much? The outside pad is is nearly about to hit the calipr.
How are they replaced?

You can adjust the cable so it holds tight. The pads should not ever wear if you don't move with the brake on.
