Question on internal starter gear 2007 Phazer

2007 Starter issues, pulled starter fixed loose bolts, now it spins fine but doesn't engage. I have to assume possible one way bearing??

Does motor have to be pulled to access that side?

Anything else to look for that would cause this?

Sled has 5000 miles and needs full rehab of front end, drive bearings and skid rehab so I'm not sure its worth all the repair.
