I removed the secondary to clean and service. On the back side I noticed evidence of rubbing. When it opens up it appears, at some point , to have rubbed against the bolt heads that hold the bearing housing in place. The marks don't seem to be recent as there was dust buildup and I only noticed when I was cleaning it.
I have no shims behind the secondary between it and the bearing housing. The parts diagram shows two washers

I assume that the T2. Is 2mm thick.
Are these missing could that be the reason that it was rubbing?

Usually there is one fairly thick washer/spacer (more than 2mm thick if memory serves) that stays permanently in place up against the inner race of the jackshaft bearing, the thinner washers are for setting clutch offset to spec.
If the thick washer was removed, this could account for the wear on the bolt heads, and you should see marks or wear on the back of the secondary.

Those spacers/shims tend to stick to the secondary when removing it and if not paying attention they fall off and are lost. There should be at least one spacer and normally at least one shim.

The one thick washer with the shoulder fits next to the jackshaft bearing, then shim, then secondary. Shoulder of washer towards the jackshaft bearing. They could easily be lost if you didn't know that they were there.
