SECONDARY NOT CLOSING ALL THE WAY?

tried to adjust my belt deflection and i noticed i can't get my clutch to close all the way.put back end up in air and rev it up pretty good and my belt does'nt come to the top.yes i got washer's in the screws on back of clutch.took some washers out no diff so i put the 3 washers back on each screw and put them back in.yes i got all the little metal burs off it to when belts not on it closed all the way.was trying to get my track to were it's just barly moves at idle i had it last year and then i messed with it.
 
The belt not coming back to the top is normal. Three washers under each bolt may not be. I use one under each bolt and a new belt squeals on the Primary. Maybe your belt is excessively worn? You may want to do sme measuring on the width and length of your belt. If thay are right, recheck your defelction.

You may want to do a search on this topic. There is a ton of explanations for the belt not coming back up to the top, unless you are coasting the seld to a stop w/o using the Brake. Some of it is B.S. Some of it is not. You'll have to decide.
 
How old is your drive belt?
Perhaps measure it and see if it's within spec.
 
Make sure you are not suddenly letting off the throttle. Ease off and the belt will go as high as it can. Let off suddenly and the engine braking works faster than the secondary and your belt stays sucked down in the secondary a little.
