should there be power on both sides of starter relay?

should there be power on both sides of starter relay? I put a tester on it, power on the red jumper side, but none on the other side that runs to the
starter even when I turn key.

yes there should be power there when you turn the key to crank mode . Check the ignition fuse like buda said...
