Should this brake rotor be replaced?

The Nytro is now my backup/spare sled after picking up an M8. I've been letting my buddies ride it. I think what may have happened is that one of them rode it with the parking brake accidentally on. The parking brake cable is frayed up by the lever, the rotor looks like above and all the foam on the inside of the side panel is melted.

Does that look like a rotor that should be replaced?

What did surprise me is that the pads on the parking brake seem OK, I'm not sure what they looked like previously but they appear to still have plenty of pad material.

Also, the rotor has some play on the shaft. I'm assuming that it's supposed to float a little bit but wanted to check to be sure something else isn't wrong.
 
There is supposed to be a small amount of play in the rotor on the shaft. Looking at the picture I would say that there may be more of an issue than just the park brake. The rotor looks scored from edge to edge. The parking brake has a fairly small pad on it. You may want to take apart the main brake look closely at the pads.

Pulled the pads apart last night and the pad material on both sides broke apart when we took them out. I'm working on ordering replacement pads and a new parking brake cable. Think I should also be replacing the rotor at the same time?

Just looked on Stadium Yamaha. Is it really $125 for a new rotor?

What is the cost of the brake pads?

Judging from your picture, it looks pretty scoured up. Is it only one side or is it both? I don't know if anyone turns down rotors that small, but ideally you need to put new pads on a smooth disc.

If you don't fix / change the rotor, you might have problems with the brakes dragging, reduced rotor and pad life...
 
A brake disc that has been overheated will very often warp and no longer stay flat. This can cause excessive brake pad wear, general loss of braking performance and also total loss of brake function at high speeds (the warped disc can push the pads away from the disc, thus require couple of full brake lever strokes before touching the disc again).
