Brake rotor thickness

How thick should it be? My park brake doesn't hold enough to help with changing belt. I did try adjusting the cable. I have new park brake pads ordered and took it apart, but my rotor looks a little rough on the outside side. My sled got driven a little with the park brake on. The rotor is 1/8" thick now.

Minimum thickness is 3.5 millimeter or 0.14 inch
The Service manual does not say how thick it is.
