Steering Play

I have tightened the nut on the bottom of the steering column once a few years ago, play has come back but cannot tighten the nut now. The nut turns and won't snug up. Is there a way to get the nut to tighten up....maybe a wrench on the top of the column? used a quick burst on the drill but no luck. Thanks in advance for any tips!!

The stud nut is on is spinning. It has flats on it. 13mm? Or just use needle nose Vice grip.
