As mentioned, that is your weight transfer rod. Adjusting it in/out makes quite a difference to traction under acceleration.
Your tool kit should have a small spanner wrench which is used to make adjustments. The wrench has a scale stamped on the side so you can measure the position of the transfer rod.
It sounds like you might have never touched it before since you are just now asking about it. Make sure you do a search and read up on what to do with adjustments. Small changes can have a dramatic change in handling.
