Throttle Cam - Anyone make one for sleds?

I got the idea to increase the diameter of the cam where the throttle cable attaches to the carb (or throttle body) rack to accomplish the following:
Reduce throttle pull force
Reduce throttle response
Reduce WOT
Why? I want to get my teens off their smelly 2-strokes and riding my 05 Vector but I feel the low end torque and high end speed is a bit much for them at this time.
I found some products for motorcycles but they are tapered to only reduce on the low end and make it up later preserving full throttle. I'm looking to spread just the first 50-60% of throttle evenly over the whole thumb stroke. Seems like this would be an easy enough device custom fab - unless anyone has already beat me to it - if so, let me know and I'll buy one.
 
I'd look at other snowmobile manufacturers to see if someone else uses a different size and swap that in instead. if you stay within yamaha they are going to all be the same, yamaha re-uses the controls almost universally.
 
Can you simply fit some sort of sleeve to the bare cable itself, so that the cam butts up against it first (when it hits the cable end) limiting its travel.

Could be as simple as a couple of zip ties.
