If I hold the pivot point of the throttle lever for the TORS switch and increase RPM my clutch engages, does this mean TORS is not working?

The pivot pin for the throttle rides in a short slot in the housing that carries the throttle and kill switch. To test the TORS function you need to force the pin to stay at the end of the slot that is away from the throttle housing while you work the throttle. You're trying to push the throttle pin to the end of the right grip.
