If I want to run the same fuel 91 octane and on my shimmed engine would a stage 2 with more CFM make any more power at the same 10-11 psi of boost?

mpi told my buddy that he had to be running 15+ psi to realize the gains. the stage 2 also had slower boost response as it spins slower

the stage 2 upgrade for a rx1 requires a new drive unit also cause it is a larger compressor. Price on this is $2500 which includes a new belt on the jackshaft and 2 new mounting brackets.
