big c-clip and 2 small c-clips are removed but the pin in the reverse lever doesn't want to budge.
is there a trick to getting this out?

It will come out I fought with it for while too some nice tight tolerence in the machining. In the end I believe I pried it lose with a large scew driver. Once it was loose I grabbed it with a pair of pliers

I gave it a few whacks with the hammer and it didn't budge.
Doesn't it need to be pulled out away from the engine? It doesn't seem like there's enough room to push it through going towards the engine.

I just struggled with that pin recently....
Remove lever assembly from motor/ frame. Remove lever assembly from reverse subframe.
Support the lever, I used two 2x4 chunks of wood with the pin in the center and put a pointed drift on the pin and whacked the heck out of it with a hammer.... it doesn't seem to want to budge and then it just pops out.
Used the same hammer to re-install pin in Yamaha billet reverse lever.

try sqeazing it with channel locks/water pump pliers. and yes away from the chassis.
