Is the vacuum line conected back on to the air box? the slides work off from vacuum to compress the springs. Low vacuum will bogg at low rpm.

I assume there is no water in the tank, the filter is clean.If you can, pull it out, and blow back through it, see how bad it is. If you have to, pull the carbs again, and go through it all again, jets clean, passages clean...run a plastic whatever through the passages. A needle is one thig to clean a jet, a piece of wire is another.Just don;t go back and forth like you want to carve it out, that's what wire can do if not careful.
if you can get air, low pressure and blow back through any passage, not forward,as you want to blow anything out , not further in.How is your connection to the fuel pump, vacuum hose? Check it out. I think it's somthing easy to fix, probably crap in the fuel tank got to the carbs, or just the carbs themselves.
