I have a 05 rx-1 er-le & I had to put a new used primary clutch on it the clutch is from a 08 nytro I put the rx-1 weights in it & it only revs 9000 rpm is this correct or should it rev higher? I would also like to know if I can run the nytro weights? Any help would be great. Also I forgot to tell that I just cleaned carbs & put inline filters & shutoff valve's just before the fuel pumps. I never rode this sled before changing the primary so I don't know what it ran before.

You should be pulling 10,200ish rpm The primary spring will account for some of those rpm,s but not that much.
It will overrev like crazy with nytro weights.

thanks turk. I'm very new to clutching. with that said if I run less weight will it rev higher? can I take one or both of the rivets out of the weights?

There really is no reason it should rev that low but your right. Lighter weight in the primary clutch= higher rpm,s.

If everything else is right, the stock weights are right on the button. So I would go looking elsewhere. For example:
Have you cleaned your carbs correctly this year? I have found that the carbs will shave off a lot off the RPM. Ideally you should be seeing 10,200 at launch, ~ 9900+ at hookup and then creep back up to 10,200+. I attached a file on carb cleaning.
Have you replaced the Secondary's spring? If the Spring goes weak, the RPMs tend to drop off because there is less resistance to up-shifting so the secondary becomes "geared too high" so to speak. What twist is your Secondary at anyway? Should be 60 degrees. I attached a file on Secondary Cleaning and inspection.
