Unplug both bulbs and run sled to see if the high beam indicator goes out. If it's still on then with the key off and bulbs removed unplug the high/low relay and check continuity between the headlight plug and relay plug for the yellow and then the green wire. Also check to see if the green and yellow are shorted at the relay plug.

Okay, progress? When I unplug both the high beam indicator goes out. When I plug in either side (one at a time) the indicator light is back on. I have power to the blue w/white stripe at the relay. When I check for a short (ohms from the relay plug to the negative terminal on the battery), I see 3-4 ohms from both the yellow and green wires. A dead short.

If the indicator went out with both bulbs unplugged then check for a ground on the black wires at the the bulb connectors.

Good ground (2-3 ohms back to the negative battery terminal) at both bulb connections.If the indicator went out with both bulbs unplugged then check for a ground on the black wires at the the bulb connectors.

I rechecked my jump wire at the relay switch, and then tested for power at the light plug (yes!), plugged in the headlight and they worked.
Removed the jump, installed the relay, out again with high beam indicator on.
Thank you for your patience walking me through this. I owe you one and if you're ever in Maine and want to go for a ride, I would love to show you the lay of the land.
The high/low relay was the only one I didn't have a spare for and working blind without a meter it took much longer than it should have. Thanks, thank you, thank you, thanks and thank you!
