OK. Coils are good and wiring to connector is good. Since you said you tried new plugs, I would deduce ignition is not the issue.
I've not seen a sled idle w 13.7 volts. Is battery good? Load test?
So next I'd test fuel injector. Spec is 86.4 - 105.6 ohms across the two terminals.
Have you done a compression test?

12.4ohms across each injector and nope only have done a leak down test

Does it still behave this way when it's up to temperature ?
What is the voltage output when running ?

It actually acts worse when up to temp and it’s running voltage from 13.7 to 14.2v

It has a fuel pressure regulator on it fuel pressure is set at 48lbs

Verify fuel pressure , those gauges are known to be out to lunch

We chased a weird misfire and it ended up being the gap 3 bar sensor, your miss might be more specific though. We had another sensor to try which made diagnosis super simple though.

Tried new 3 bar it didn’t help

Yup I tested all 3 at 12.4ohms is it possible all 3 went bad at once?

I tested my buddies injectors as well they were 11.8ohms
