Just an update. The problem seemed to be the block with the black wires. One of the prongs looked to be burned a bit, blackened. Cleaned as best as i could for now and applied dielectric grease. Seems to have fixed the problem, starts and runs perfect. I will hunt down another grounding block and change it. Thanks to everyone for the great advice..

Why change it, cut it out, solder all the wires together and seal it up.
