Noticed some belt dust down by the foot well, checked the belt and noticed the top of the belt is somehow rubbing on the Guard. Is this normal? I also noticed that the belt is sitting level with the clutch. Shouldn't the belt be a bit higher than the secondary?

I think that is pretty normal as mine has that too. It could be from a sudden shift change or when letting off and the belt momentarily hits the guard. Just check your belt deflection to make sure it's within spec. I think it's suppose to be above the secondary 1/16th of an inch but check to make sure.

Two words: Engine Breaking.
When the secondary is pulling the engine, the bottom of the belt tightens and the top balloons up and can rub on the belt guard.
Perfectly normal and nothing to worry about.
