ok, I bought the billet Tee's, went out in the garage and took the carbs apart and I think I have a problem or my brain is really slow today. Could someone tell me where they go?? I mean I am pretty sure I know where they go but they do not fit where I think they go. I took a pic of them and will try to post a pic, the old tees have the same size inside diameter all the way thru and the new billet tees start with the same size hole and taper to a smaller hole on the inside and does not fit. Am I wrong???

Yep, replace the part on the left in your pic with the part on the right.

"T"s

The billet Ts have an o ring already installed in them. The O ring is your sealing surface. The billet T s have a stop built into them so they won't shift sideways. Just apply a little lube on the O ring and rebolt the carb rack together making sure no linkages are binding.

I understand...I took the old tee off and the aluminum part stayed on the carb and look like it was all one piece..Thats why I was confused. After looking at it for awhile I took a pair of needle nose pliers and wiggled the nipple and it came off...I was trying to figure out how to put the new tees over the old ones...Know what I mean???

Yes. CPR shipped their RX kits with aluminum 'nipples' to support the factory rubber T's.
