The hall man controller's orifice is blowing a lot of air when I put a compressor hose to the inlet port of the controller so its definitely not the problem

when mine was giving me grief I ground it out so it could flow through to the main chamber. Not all out just a little, and prob solved. Ya I did have larger valves so that mite have contributed to the issue, but I ended up with a regular down pipe on the sled and it worked fine with the valves.

boost creep
First of all that double down pipe won't work as good as a proper double down pipe that scavages/Vaccum out the extra heat and header/turbo back pressure when connected to main pipe at least 6" away from turbo.
Ported waste gate is key with little preload on accuator.
By dumping exhaust into a funnel type down pipe or open chamber down pipe your thowing away HP and torque.
Mulot port your waste gate and even at 10" away weld that small pipe into main one and no more creep.
Ask Jim how he sled works after he installs proper down pipe and ported waste gate.
We found with same turbo but with ported waste gate, double down pipe, and new style intercooler up graded on old Alpine/Powderlites Apex another 32 HP. at 20 psi boost.
Ask Dave/ Hurricane how much hp at 20 psi boost he can pull out of RX1?
We have upgraded a lot of Apex guys to double down pipe with ported waste gate and always have to add at least 9 grams to clutch.
Turn boost down and make same power with this type of work to your sled.
Proper cam timing and ign timing and having full control is power

I put Dave's double downpipe on about 2 months ago. Boost comes on nice, not much spike at all (and I'm also runing a Hallman). Great throttle response, better pull in the midrange, and I'm into the 140's on snow with a Cobra 128 x 15 track (hoping to make that 150's this week-end).
I ride all of my customer's turbo sleds before they are returned from being serviced, so I've got a pretty good perspective on how various kits, components, engine mods perform.

At this point I am having around 18-20psi boost for a minimum with a 1/2 turn preload on actuator..
I will remove all preload and get 0 preload to see what it does for me...
If not working, Il'' drill a 1/2" hole in the separating wall.... as a temporary measure....
My efi won't supply enough fuel at this point, AFR climb to the low 13's at WOT now... so I need to keep boost around 15 psi... for now.

But I must say... this thing is ... extremely scary... on flat land... with LESS than 20psi... I can't imagine riding this in mountain at 25+ psi... I really can't....

With zero preload and a hole in the separating wall I can hold her to 15 psi.

Dave is right the way you have your waste gate pipe is to small being that long.. like dave said tie it back into the main exhaust or better yet put a external wasted gate on thats what I use
with no preload tells me you have to much back presser on your dump side..
fix this and you will see a good gain in power at a lower boost
