carb heater wiring

what do the electrical heaters do on the bottom of the RX carbs. When do they come on? how long? What issues will come if I dont have them hooked up?

reason I ask is I have a second set of carbs that I'm having a hard time to get to idle properly. They do not have the wire harness for the elec carb heaters. just wondering if this is my issue.

the heaters come on when first started to heat the carbs, and shut off when the coolant warms up. you can run without them but might get a code/lite on the display if they are disconnected.
