After removing the idle air control valve I plugged mine into the harness and turned key on.
The valve cycle to the shortest position which would be opening the port for start up.
When key was shut off the valve cycled to the long position which would close the air feed, then back close to short position.
I believe this would be normal operation of the valve with the engine shut off.
With engine running the computer would control position thru temp and rpm input and throttle position.

Let me know if you diagnose it, and if the IAC swap works out!
Went for a 160 mile ride today. I cleaned the IAC this last week and it seems to be OK for now, idles quite a bit better and didn't have a hanging idle. My new IAC just showed up today while I was out riding.

I had what I thought was belt or carbon buildup on the edges of the valve. I used a knife blade to scrape it off, not sure if that little bit would bind the valve like that or not, but things worked fine it seemed today.
