I would change the secondary spring first and leave the weights until last. it is not that easy to add weight back on the stock weights.

I was turning around 9500-10,000 after I change my secondary to a roller with the stock spring now that I changed it I will peak at 10,600 the it will drop to 10,500 to 10,400 right where you want it. G/S/G is what I put in my primary and it did the trick Rockmister had the same problem as well the spring fixed his too but its your call on what you want to do.
