Coolant bottle tube?

Newbie Nytro owner here..owned a dozen sleds over years, but never a 4 stroke or a liquid cooled..Been a fanner fan...Should there be a tube going down into the reservoir from the cap as shown in photo?
Lots of new things to learn on the engine of this thing.

Thanks..I just was curious how the coolant would flow back out without tube reaching coolant

There’s another tube connected to the bottom of the bottle for that.
