I talked to a guy a while back who had one. He said he gained quite a bit of top end but lost low end torque. I've checked out Excell's dyno graph and it does indeed look like all of the gains are on top, with a sacrifice in low end power delivery. It is probably a decent product if you're looking for better top end and more pull in the upper rpm ranges. I think the Vector crowd isn't as much into modifications as the Apex / Nytro riders so you don't really hear too much about power adders here.
