Front Shock lock nut help

I am trying to loosen some preload in my shocks. For the life of me I can't get the lock nut to budge. I have used a punch and hammer, spanner wrench (from tool kit). But I can't get it to move more than half a turn.

I don't want to beat on the shock with punch and hammer, my fear is I will damage the shock bushings.

I have shot the threads with penetrating oil, but it just won't give. Any ideas or tricks I haven't seen to get this loose so I can make adjustments.
 
Have you got two spanner wrenches by chance? Might be binding within the threads. It should just back off even with the jan nut tight. Try tightening the preload but when the jam nut is loosened off as much as you can.
 
Weird thing it won't tighten either. I can move the "thin" nut up and down no problem, but the jam nut won't move

Used some more penetrating oil, so hoping I can make some progress tomorrow.
 
Yep, jacked up the front end to take the pressure off.
 
What nut is tight?

In your pic the middle one. I can spin the thinner one with the shoulder. The larger nut will only spin about 3/4 turn in either direction before it binds.
 
I would take the spring retainer off ,slide the spring down it will give you more room to work on it .
 
The threads have to be hurt then if the adjusting nut moves freely you should be able to sping the jam nut back off by hand. Take a close look and look for any nicks or any sign of damage to the threads.
