Fuel cut problem

I just finished rebuilding the motor in my Phazer and I'm having a problem with fuel cut.
It starts and idles perfect but as soon as I give it throttle it starts to die and then comes back to life and will back fire through the throttle bodies, like it will be at 13.5 and then leans out to 15-16 and back and forth over and over again, pretty much like a massive vacuum leak but I don't have a leak that I know of and the cam timing is correct.
One thing that I HAVE to mention is that I found some burnt wires but have since repaired and have tested everything in diagnostic mode and everything checks out. I understand ecu damage could have occurred but I'm still ruling that out, lol.

Is the TORS working? And is it up to operating temperature?
