Hand warmer not hot, no error code ??

Left hand warmer not working, shouldn't it throw an error code ?
I pulled the connector, it shows open on my ohm meter .

Needs replacing, if it's burnt or broken under your handgrip you won't get a code.

What does cause the code to be displayed then, if an open circuit doesn't ??

I have burnt through a few elements. Only saw a code once.
