Heated shield plug on when key is off

I just checked my plug for the heated shield and it is hot even without a key. Could that cause a drain on my battery even when the shield is not plugged in?

Mine was wired this way and sat all summer this way , did not drain the battery.

You can take your battery out completely and its terminals are always hot, even when the key is turned off. Does it drain?
