HELP RX 1 Float level

OK , my floats are either waayy off or I am not doing this right. I haven't even been drinking, (maybe that's the problem).

How the heck do you measure and adjust the float level? I have a 2003 RX 1 w/Simon CPR Turbo. I have the CD and it says the float level should be 11-15mm but the picture and directions are confussing me. It says to turn carbs upside down and measure from the carb body to the TOP OF the float. Is this the top turned upside down? Where exactly do I take the measurement? I get .25 inch, .33, .27 and .26. That doesn't seem right. Not even close to the .43-.59 . Before I go bending stuff I thought I'd ask for some help.

Some history, it was running rich at idle and WOT and just a bit lean in the mid. It flooded out when choppping the throttle and a bov seemed to correct that. It was lean at idle so I put in 22.5 pilots, then it was way to rich ...ordered 20's but they arent here so I cleaned the 17.5 and will go back to those if I figure this float level thing out. Thanks for the help.

Been a while but if i remember right its from the flat of the carbs upside down to the bottom of the float. Top if upside down. And i believe the best number was 14mm.
