Issue removing rear suspension - bolt spins but doesn't unscrew

'07 Phazer Mountain Lite
I'm in the process of installing a new track on my '07 Mtn Lite.
One of the four bolts that hold the suspension in the tunnel (the left front one) won't come out.

It loosened several turns (about 5mm out) and just spins without unthreading any further.
I initially thought I'd stripped it but I can tighten it up again and there are no little metal curly-queues coming out to suggest anything is stripped. I tried getting a screwdriver in behind the bolt head to put some outward pressure on it as I tried to unscrew it but that doesn't help.
The other side came out without issue.
I looked at the parts diagram to see if there was a nut that was just spinning on the other side but the bolt seems to thread into a bar that goes across to the other side of the tunnel.

Help!

Of course, I've had the new track all summer and could have worked on it while it was warm and sunny out but waited until I had to run the smelly, loud kerosene torpedo heater in the garage to do the work.

For those that are interested, I'm putting in a Composit C45 track (144" x 15"). It measures out to 14.75" wide so I'm hoping it will just fit, if not I'll trim it. It looks like it might just fit but I'll see I guess. I wanted to keep the taller lugs for off-trail riding and all the 144x14 tracks available had shorter lugs.
 

Clean the other bolt and put it back in. Then remove stubborn one. Then the easy clean one. If that doesn’t work repeat with the stubborn one clean.
 
Can also remove grease fitting and screw bolt in there to hold shaft. Impact helps all this a lot.

That might not work since the zerk is welded to the shaft.

Yes, this is what I do. Also, an impact gun will usually spin the last bolt out.
 
Hmm, I couldn't feel anything turning underneath but maybe I was feeling in the wrong place.
If there's a grease fitting on the shaft that's spinning I can probably just hold the shaft with a strap-wrench and get the bolt out since it's already partially unscrewed I shouldn't have to use enough force to damage the grease fitting.

You won't feel the shaft spinning, its inside. Do what I said above.

Ah, I get it, The idea was to thread something through the zerk hole in the outer shaft to push against the inner shaft and stop it spinning but the grease filling is likely to be welded in so that won't work.
Now that I understand how the whole thing is put together and what I'm dealing with I'll have an easier time getting it apart.

Like said above, even a moderate duty electric impact works wonders. Had so many ski doo's over the years with shafts turning...whichever comes out easy, retighten it tight...then remove the stubborn one. An impact will break the tight one free quick.
