need help code 11 on apex

measured it 4.48 volts , checked all connections n nothing looks bad , battery at 12.4


need help bad !!!!!!!!!!!!!!!!!!!!!!!!

what is at 4.48 volts?

tested the the sensor like service manual says , manual says 4.8 or more

and it turns over but dont start , checked battery , checked ground on motor , took it out wiped it off , tested it with switch off n says 0.00 , with switch on reads 4.48
