I would speculate your insurance company became insolvent or ran afoul of some government regulations, and hence, they have appointed a "receiver" to take control of all reamining assets and apportion them according to whatever his or her agenda is to accomplish.....
If it went insolvent (Bankrupt), then the receiver will be paying off all outstanding balances as best he can, and then liquidating the assets.
Basically, you should find other insurance. Cancel that coverage and try to get refunded as much of your deductable as possible. Then shop elsewhere.
BTW, $650 is way too high unless you are 18 and have 3 DUI's and 5 accidents. Shop that rate. You need to find a company that determines rates based on replacement value of the sled, not displacement.
I had to go with Allstate around here because they had the best rates, but others elsewhere could tell you some better companies.
But it sounds like your former company went belly up......

I'm in Wisconsin and just got full coverage on my 06 Apex and Clamshell Triton Trailer through MetLife.
I have no other policies with that agency. My wife and I are both covered. We own our home, have clean driving records and are both 30-31 years old.
Here are the numbers I locked in:

Liberty Mutual saved me all kinds of cash and I shop every 3 years. I have been with them at least 7.
