you need paint shop or a picture editing software. You can send it to me and I can reduce it for you

A simple approach for us non-technical people is to open the file with the standard windows tool, crop the picture, then save it under a different name. It will almost always reduce the size and be under the quota limit for this site.

Here's how I do it, no extra software needed.
1. Open the photo in MS Picture and Fax Viewer (Windows XP)
2. Hit Ctrl E (for edit)
3. Hit Ctrl W (for what I don't know)
4. Change the 100% values to 40-50% (depends on original resolution)
5. Save as what ever you want to call it.
