please help with engine code!!!06 apex

every time I turn to the right and pull some throttle the engine light comes on and a code "84" appears and the engine will not rev. after letting it idle for a few seconds it goes away and I can continue.
I checked for and bear wires or short along all sterring components all looks good, there is no " tightening of cables or wires when turning the bar. does anyone know what the code 84 means

T.O.R.S (throttle override system) is either defective or throttle cable (tension) is improperly adjusted.

Also make sure there is nothing blocking inbetween the throttle leaver and throttle block. On the hills i with get code 84 if powder snow gets between those 2.

Happens quite often in fact. Most likely its what Hammer has pointed out.
