Anyone have any experience doing this? Is it just a matter of drilling out the rivets at the end of the muffler then trying to get the core out?

You should buy the Hindle re-pack kit right from Hindle. It works best and lasts if broke in properly

Drill out the rivets at the entrance end, pull the core and old packing out. Order a the proper packing kit for the length of silencer you have. They give you all the rivets . I’ve done my 20” system a few times in 11 years.
