A 23/40 gear ratio works great in the 136" Attak track/skid length. It still would allow you to use your 70L chain so you would just need to pick up the gears. I've run this set up in 136" and 144" track lengths with great results. You get better acceleration and better gas mileage than the stock gears. Unless you're looking for the ultimate in top speed this works out great as an all around gear ratio.
Here's a bit of info for you:
'06 Apex RTX stock set up: 24/38 gears with a 70L chain. Gear ratio: 1.58. Estimated top speed: 116mph
'06 Attack stock set up: 23/38 gears with a 70L chain. Gear ratio: 1.65. Estimated top speed: 111mph
Recommended 23/40 gear ratio using 70L chain, Gear ratio: 1.74. Estimated top speed: 106mph
Hopefully this helps you out.

Are those set ups suggested to use with stock clutching?

Attak has a White secondary spring verses your Pink spring.

Yes, stock clutch components will work. With a 136" track/skid I would run the white secondary spring that steiner just mentioned wound at 3-3.

The clutches are working in a more efficient ratio, closer to 1:1. Also, some motors are tuned to be most efficient in a given operating RPM range.
