rx1 turbo lowend bog

mid range bog on rx1with bender turbo when throttling i have to let off and hit throttle and it clears up if i stay in it it will pull through it im running 400 jet in charge tube not sure where to go from here also clutch engagement is coming in at 3500 is that to low. i am running stock jetting and i have dropped needles all the way down that seemed to help the best with needles in stock location sled was really bad
