Sanity check on TORS

Is TORS only working at idle or is it always there in place. i.e. if i'm curising through the trails and my throttle cable pops out of the throttle lever will TORS kick in even if i'm doing 60 mph through a corner?

BTW - BIG BIG thankyou to TY4 for saving my butt & money trail side. I was able to get to an internet connection at a mecanics shop and search the site for TORS issue. After 1.5 hrs at his shop i was able to find the problem and fix the issue with TORS. Thank you thank you to this site and everbody that contributes to it. I offered to pay the guy for using his computer and he wouldn't take any cash. Thanks to the gentlemen in Haliburton village/town at the Shell station for the assistance. Great guy!!
 
Yes, the intended function of the TORS is to slow the engine in the event the throttle closes and the carbs/throttle bodies don't. In your example, if the cable pops out at the throttle lever but the carbs/throttle bodies don't close the system will slow your engine electronically.
