Set screws needed or not??

Well I have an 05 vector with the Proactive skid, went to change out the inner idler wheels and the set screws on the collar between the wheel and the rail where seized. Tried heat, penetrating oil, broke all of my allen wrenches so I had to drill them out. I can't really see the purpose of them in the first place so I'm not really sure they are needed but now water will have an easy path to get into the axle. Should I replace them with new collars????
 
Take the collar and drill a new hole off to the side of the old one and tapp some threads into the new hole. I really don't know what the set screw is for either but I would try and add a new one if possible.
 
If I'm not mistaken, the setscrew holds the collar tight to the shaft and if/when you go to pull the skid, you can put a vise grips on the collar and unscrew the shaft mounting bolt. The collar keep the shaft from turning while you're doing this.

I'd make sure it's in working order.

Good point undecided! I didn't think of that. the shaft would just spin without it when removing the bolt. I guess I need to drill and tap it. I think I'll use a small bolt since those allen set screws are not ideal when they lock up. Thanks for the head ups guys.
